Microsoft has changed the UI for eval center. You can download the ConfigMgr 2203 baseline version after filling up a form that requires you to enter some basic details. I have re-checked the link and it works fine.

Yes, you can setup a new instance of ConfigMgr on a new server by specifying a new site code. And then you can migrate the objects from old setup to new one.
